Tribute to Gerald Klatt - a retired 30-year federal Auditor - Commander of Special Investigations - US Air Force

Mr. Klatt died on his birthday, July 11th 2004. I found out about his death when Gerald's son from a previous marriage in 2006 could not find his father. I checked his house in Tucson, AZ - Sold. I checked his phone, email, and website information - no longer valid. I then searched the SS death records and discovered he died on 07/11/04. I then called and informed his son from Gerald's first marriage of his fathers death. The circumstances of Gerald Klatt's death to me are still UNKNOWN. The son who was living with Gerald Klatt, Skip (Troy) Klatt was an attorney. What happened to him is also UNKNOWN to me.

**No other party from government, organized education, or any political party has ever openly made a CAFR review available to you out of their own self interest or fear of reprisal DUE TO THE MONEY / CONTROL INVOLVED!

Please Copy from the archives Mr. Klatt's CAFR reviews for your state and distribute to all responsible parties within your state. Read and learn from the archives of his linked pages.

Use the example of his work to conduct your own CAFR reviews. Do a Google search for CAFR "and" your local City, County, School District, State University, State Retirement Fund, etc., download their CAFR reports and do reviews for yourself. Mr. Klatt can no longer do it for you and it appears no one else from within government will do it for you either. They are much to busy spending and taking your money. Also to include you in the "loop" it appears to be a violation of their exclusive club rules…

I briefed and then requested of Mr. Klatt in 1999 to use his expertice as a federal auditor to launch a CAFR review site. Mr. Klatt agreed and six months latter CAFRMan.com was launched.

** Keep in mind that the TRF as recommended on CAFR1 is the long term FIX! After you look at a state CAFR review, then look at your many city, county, school district, State University CAFR. Government Enterprise operation such as Toll ways, Bridges, Ports, water, sewer, power, recycling, CAFRs should then be looked at.

Pensions, self-funding debt financial authorities, self insurance authorities CAFRs should be looked at also. As of 2012 there are over 184,000 "individual" Annual Financial Reports (the CAFR) produced by just our local government operations. Each with their own investments and cash accounts..

The composite totals of investment assets held internationally by USA government is staggering. Between local and Federal government, the total of liquid investment assets held Internationally as of 1998 was a conservative sixty (60) Trillion dollars. Come the year 2007 the collective totals topped a conservative (110) Trillion dollars.

(The 1999 report) shows the populace of this country had gross income of 8.2 trillion dollars.

As of 1999 the public's income after deducting for taxation: Local Gov (1.6 trillion dollars - "Local Government's CAFR Data") Federal Gov (1.8 trillion dollars)

This left the population with: 4.8 trillion dollars net after taxation.

Local and Federal Government's "GROSS" income brought in 2X the money then the entire population of the USA did net after taxation!

3.4 TAX + 5.1 NONTAX = 8.5 Trillion Dollars

ONLY 1/3rd OF GOVERNMENT'S GROSS INCOME WAS TAX INCOME..

President, Mr. Donald Trump:

Please issue a Presidential Executive: "National Security Order" effective on all individual local governments of the USA, that said Order becomes mandated as of date of issue.

In summary for this Executive Order, it would state: To implement additional security to our southern border with Mexico, due to well known and pervasive illegal immigration; drug trafficking; money laundering; human trafficking, all of which have severe negative impact and consequences to every state and local government operation in this country to varying degrees, and is an issue of National Security; a 1/20th of 1% assessment will be made on and from every local government in this country as determined from their standing liquid worth of cash on hand and liquid investment assets held.

The 1/20th of 1% assessment is for payment into the "National Security Southern Border Fund" per this Executive Order being imperative to deal with the immediate security risk our country is exposed to, and will be exclusively determined for each local government by audit of the Federal Comptroller General's Office, on a case by case basis, in cooperation with the US Treasury.

It is clearly brought forward here that the audit to determine each local government's assessment for transfer into the fund will not be determined by that local government's annual budget, but in the alternative, will be determined by the gross standing balances of that local government's wealth held. Specifically noted, not net balances but gross balances, as determined to be held by that local government, its sub-division operations, and affiliated component unit divisions, in determining that local government's complete assessment for immediate transfer into the "National Security Southern Border Fund" upon the assessment being submitted by the Comptroller General's Office to that local government.

The revenue assessed for transfer to the "National Security Southern Border Fund" will be utilized for the following good cause purposes:

1. To build or complete a secure and more effective wall across the southern border of the United States to enhance security of the United States against illegal immigration; drug trafficking; money laundering; human trafficking;

1. additional revenue allocated to Southern border security operations;

1. additional revenue allocated to Southern border immigration agencies to assist in legal immigration issues, and to deal with in a fair and effective manner any conflicts that may exist in determining legal immigration compliance therewith.

ENFORCEMENT for collection of every local government's assessment as specified for payment into the "National Security Southern Border Fund" if it becomes necessary to do so will be facilitated as follows:

1. Any local government that is delinquent for more that 60-days after assessment of the 1/20th of 1% from cash on hand and liquid investment assets held for transfer into the "National Security Southern Border Fund" will be subject to the freezing of any Federal Funds in transit to or to be allocated to that local government until the assessment due from that local government is transferred into the "National Security Southern Border Fund" by that local government.

1. In the case a local government is delinquent in payment of their assessment for more than 90-days, the Comptroller General's Office will publish a Notice of delinquency for non-compliance, along with the specific details of the Federal audit for that local government showing a complete accounting from where that 1/20th of 1% of cash on hand and from liquid investment funds held was calculated and derived from;

NOTES: The assessment to any local government for transfer into the "National Security Southern Border Fund" will not be transferred as an increase in the local governments budgetary accounting to then be assessed to the local government's taxpayers. The assessment will be deducted as a ledger entry against the local governments cash on hand and from liquid investment funds held. If the local government wishes to assess the taxpayers of that local government in the amount of the transfer made into the "National Security Southern Border Fund" by them, it can only be strictly done by a 25-year amortization of that transfer amount reflected in that local government's annual budget.

President Donald Trump:

The above executive order will get your wall built with additional revenue for the other agencies as noted, and do so faster than you could imagine if implemented, and I note even if "proposed" for implementation.

Now 1/20th of 1% assessed may not sound like a significant figure to accomplish the job at hand, but in reality it is a very significant amount when the now approximate 200,000 local governments and their owned operations are assessed. And in fact an amount that not only could build a wall on our southern border, but generate the revenue necessary to complete a wall on our Northern border of which is not at all necessary.

I add emphasis to my prior comment above of: "I note even if "proposed" for implementation." the cooperation to complete the wall through "other" means would happen at a blink of an eye for obvious reasons being that the locals in Government would not wish to see a modification of accounting transparency as is now structured within those local governments due to a Federal audit as outlined above being made public. The data from every local government's overall operations and previous year accounting, that is already available can be used to easily and efficiently tabulate each local government's assessment.

In the true interests of our country, I believe the Executive Order referenced here should be required and not just proposed to immediately effect the completion of the Southern wall and generate additional revenue for the noted agencies. The transparency aspect should not be just a threat of federal audit under the terms as specified, but in the alternative a standard requirement for open transparency in the event of a local government's delinquency towards paying their assessment into the "National Security Southern Border Fund".

August 25th 1990 - NJ Governor Jim Florio and Walter Burien (AKA: Bubien)

*** IN FACT: If you look on the table, that is the NJ 1990 State CAFR opened in front of me. Governor Florio signed the inside cover: "To Hands Across New Jersey, Governor Jim Florio"

You will see all of the CAMERAS hovering over the table, ABC, CBS, CNN, NBC, WOR, all of the networks were there filming every minute of the 45-minute encounter. There had to be at least 100 Reporters jammed in around the table.

During the discussion I said to Governor Florio:

"Governor Florio, myself as a financial advisor, if I had a stock offering and sold 100% of the stock in my company and made a 10-million dollar profit this year but told my share-holders I made a 1-million dollar profit and paid dividends only on 1-million dollars to the share-holders this year, #1 that is misrepresentation, #2 that is fraud, #3 I would be arrested and thrown in jail. The State of New Jersey has inacted statutes that allow them to do what is totally illegal for any public company to do."

Well, I thought he would try to skate around that comment or ignore it. The reporters were on the cliffs edge squeezing in their hand held recorders and boom mics being on their tippy toes to get as close as possible to hear the reply. What Governor Florio said to my amazement was: "I know, I have been trying to do something about that."

Well, every recorder and network film camera caught my statement and his reply. The reporters almost fell over when they heard the Governor's reply. Now if this was truly a free country "in any respect" you would expect to see that statement and reply on every front page and on every network news broadcast that night and picked up by the National Broadcasts.

** What happened in reality was: Not a peep from any. Not a word in print nor a network News film shot second. This was the first stop of a scheadualed two-week tour for Governor Florio to stop throughout the state promoting the largest tax increase in the state of NJ to date. He was supposed to make three or four stops a day over that two-weeks. They cancelled the tour and the first stop was his last.

PARIS — Paris police investigators think an electrical short-circuit most likely caused the fire at Notre Dame Cathedral, a police official said Thursday, as France paid a daylong tribute to the firefighters who saved the world-renowned landmark.

A judicial police official told The Associated Press that investigators made an initial assessment of the cathedral Wednesday but don't have a green light to search Notre Dame's charred interior because of ongoing safety hazards.

The cathedral's fragile walls were being shored up with wooden planks, said the official, who spoke on condition of anonymity because he wasn't authorized to speak by name about an ongoing investigation.

Investigators so far believe the fire was accidental, and are questioning both cathedral staff and workers who were carrying out renovations. Some 40 people had been questioned by Thursday, according to the Paris prosecutor's office.

The police official would not comment on an unsourced report in Le Parisian newspaper that investigators are looking at whether the fire could have been linked to a computer glitch or the temporary elevators used in the renovation work, among other things. The prosecutor's office said only that "all leads must be explored."

Since the cathedral will be closed to the public for years, the rector of the Catholic parish that worships there has proposed building a temporary structure on the plaza in front of the Gothic-era landmark, and City Hall gave its approval Thursday "subject to technical restraints."

"The rector has no cathedral for the moment. …. But I'm going to try to invent something," Bishop Patrick Chauvet said.

A crypt containing vestiges dating from antiquity is located under the vast esplanade.

President Emmanuel Macron has said he wants Notre Dame to be restored in five years, in time for the 2024 Summer Olympics, which Paris is hosting. Restoration specialists have questioned the ambitious timeline, with some saying it could take three times that long to rebuild the 850-year-old architectural treasure.

Earlier Thursday, Macron held a ceremony at the Elysee Palace to thank the hundreds of firefighters who battled the fast-moving fire at Notre Dame for nine hours starting Monday evening, preventing the structure's destruction and rescuing many of the important relics held inside.

"We've seen before our eyes the right things perfectly organized in a few moments, with responsibility, courage, solidarity and a meticulous organization", Macron said. "The worst has been avoided."

The cathedral's lead roof and its soaring spire were destroyed, but Notre Dame's iconic bell towers, rose windows, organ and precious artworks were saved.

Macron said the firefighters will receive an Honor Medal for their courage and devotion.

Paris City Hall also held a ceremony in the firefighters' honor Thursday afternoon, with a Bach violin concert, two giant banners strung from the monumental city headquarters and readings from Victor Hugo's "The Hunchback of Notre Dame."

Remarkably, no one was killed in the blaze that broke out as the cathedral was in the initial stages of a lengthy restoration.

A large swath of the island in the Seine River where Notre Dame is located was officially closed Thursday by police, who cited "important risks" of collapse and falling objects. The area had been unofficially blocked off since the fire.

Meanwhile, workers using a crane removed some statues to lessen the weight on the cathedral's fragile gables, or support walls, to keep them from collapsing since they were no longer supported by the roof and its network of centuries-old timbers that were consumed by the inferno.

They also secured the support structure above one of Notre Dame's rose windows with wooden planks.

Among the firefighters honored Thursday was Paris fire brigade chaplain Jean-Marc Fournier, who told the Le Parisian daily he was able to save the cathedral's consecrated hosts. The paper said he climbed on altars to remove large paintings, but that he was especially proud "to have removed Jesus" from the Cathedral — a reference to the Catholic belief that consecrated hosts are the body of Christ.

An earlier report credited Fournier with helping salvage the crown of thorns believed to have been worn by Jesus at his crucifixion, but Fournier told France Info Thursday he arrived after rescuers had already broken the relic's protective covering and an official who had the secret code needed to unlock it finished the job. He praised the action that preserved "this extraordinary relic, this patrimony of humanity."
