Mack's parents are both US citizens and were in Germany in 1982; father was an Opera singer and worked there. Mack is a foreign soil birth US citizen, so all the birth info should be available since getting the baby's passport at the US embassy involves paperwork. Assuming born in a German facility, not a US base.
