It's pretty self-explanatory, assuming you understand how gematria can be used to encrypt hidden meaning in what might appear to be every-day written text. Each letter of the alphabet is assigned a numerical value in order, i.e. a=1, b=2, c=3… z=26. You take a given word and add up the numerical values for each letter and then assign that word that given number. You then consider contiguous groups of words and the sum of their numerical values and look for any possible but meaningful substitutions for works or groups of words that might yield equivalent values.

I would assess the odds, i.e. confidence level, significantly higher than 33.3%, likely 95% or higher. For example, there are many other possible alternative deciphers but considering the context, i.e. what's up next, the I.G. Report seems most meaningful.

 

Some of those alternative interpretations include something to do with…

 

"rods departure next" = 227 = "Russian Witch Hunt"

"departure next" = 171 = "Democratic Party"

"departure next" = 171 = "Democratic Candidates"

"rods departure" = 164 = "Robert Mueller"

 

But as you can see none of these alternate cipher strategies seems to be as ON TARGET as the I.G. Report up next, at least in terms of RR's departure.
