First alarm = false alarm so that when the fire breaks out later the fire crews think it is another false alarm and react more slowly to the real fire later on.
I get the numbers but you don't get that they didn't want the fire fought and brought under control quickly.
How does my remark about the first false alarm make any difference to your 23 & illuminati.
