A police captain and his Westminster city clerk girlfriend were found shot to death in his Seal Beach apartment early Monday following an hours-long SWAT standoff, authorities said.
There was no confirmation from authorities that the deaths were the result of a murder-suicide, but a neighbor described their relationship as “volatile.”
Police were called about 7:20 p.m. Sunday by a desperate woman screaming for help, but then the line went dead, according to Seal Beach police Sgt. Michael Henderson. Witnesses told police they heard several gunshots coming from an apartment in the 100 block of Seventh Street in Seal Beach, he said.
SWAT officers surrounded the apartment in case it was a barricade situation, Henderson said. When numerous attempts to contact someone inside the apartment failed, the SWAT team entered the residence and found the bodies of 37-year-old Amanda Jensen of Garden Grove and 49-year-old Rick Moore, Henderson said.
Jensen was Westminster’s city clerk and Moore was a Los Alamitos police captain, according to Seal Beach police.
A neighbor who lives and works as a maintenance man at the 21-unit apartment complex told reporters that Moore had lived there for about four months and described the relationship between the two as “volatile.”

During the interview, Lazar asserted that he believed Guccifer 2.0, the hacker behind multiple US Democratic National Committee (DNC) leaks, to be a fabrication by the US government — an "inside job." He said the idea came from one of his State Department handlers during his extradition plane ride to the US in spring 2016. The government employee, assigned to make sure Lazar arrived safely to an American jail, mentioned: "What would your opinion be if another Guccifer showed up?"
"I think Guccifer two-zero is something made from some guys at the State Department. Some guys from the cyber command of the NSA, and some guys from the Vault, Vault 7 of the CIA…I'm in this business for sort of 15 years now, this is my take," Lazar said.
"The Russians are more skillful than this to let tracks in the documents [point] to them…so this is made by the other guys who wanted [to point] to the Russians."
