I'm guessing it's the prefrontal cortext, among other parts, that isn't completely developed in teenagers, and a reason to keep all drugs away from them so addiction isn't wired into their brains as growth is completing, actually, into the twenties, which suggests pushing all drugs on young people is part of the plan.
