He's not legally. He was to Hillary, Lynch, and Obama, however. He violated

policy by mentioning the email investigation, and he leaked the memos, but

that's about it. There's some evidence he lied under oath to Congress, but

Holder's been in contempt for years and nobody has done anything about

it so there's that.
