Very little pixel data exists to determine actual position of hour hand. Looks like 1:25 to me.

My Conclusion:

This is a random natural watch shot. Not a message for anons, or the available picture would have been more clear on the watch face.

I think we can dig on the redacted names based on length of black marks versus target list of names.

Actually I think it might be you not understanding what page D-5 relates to. Those are OTHER LEGAL MATTERS ONGOING not necessarily related to Mueller at all. They can be anything else with overlapping and sensitive matters. FISA abuse, etc.
