These two are mutually exclusive.
Anon, they want you mad. They want you enslaved. They want you dead. They're just hoping for someone to go off the rails and start the next big war (not ome of their own plants, obviously). At every stage they try to bring about what they want most, an excuse to justify their actions. They WANT the next Hitler to rise up so that they can say, "See, look here. This is why we act the way we do." When in reality, the way they act is the root cause.

If you really want to incense them, exclude them. They have a genetically inherited need to have their hands in everything. Always play both sides of every conflict, etc… If you want them to completely spill their spaghetti, don't let them join the club. Exclude them.
