That leaves governments around the world with the decision on what to do with people who became ISIL members, but now want to return home. Earlier, CGTN's Tian Wei spoke to Brett McGurk, who served as a special presidential envoy for the Global Coalition to Defeat ISIS (ISIL) at the U.S. Department of State. He quit his job when President Donald Trump announced last December that U.S. troop would withdraw from Syria."
