The money is coming out the state's Rapid Response Reserve Fund, which allocates $5 million to address costs arising from immigration-related emergency situations during the 2018-19 fiscal year, and will go to Riverside and San Bernardino counties, Click said.

These two counties, which have had republican majority (by voter registration records) for two decades have seen an influx of residents moving in from more liberal areas of the state in recent years. Looks like they began trending trending towards blue in recent years, according to a 2013 article from Capitol Weekly:
"Republican voter registration in Riverside has less of an edge than it once did, dropping about 7 percent from 2000 to 2012, despite the population explosion and a nearly 10 percent gain in registered voters in the county overall (58.88 percent to 68.53 percent). ".

It appears Gov. Newsom and the state are eager to help in the transformation by rapidly providing $500k in funds to help the two counties out.
