I think you are correct, in large part because dishonesty in and by government is not a crime. Same with the press. All that crap the Russians supposedly did (other than the ludicrous charge of hacking) is protected by the 1st amendment. The crime was failing to register under FARA, as if anybody in the public keeps track of that garbage.

 

The FBI and CIA can feed the press lies, and the press can print them, and the public can be wildly deceived – even to the point of throwing an election contest one way or the other – and NONE of that is a crime.

Patent applications aren't held to any of the standards you raise. Patent applications can be ludicrous, as in would never pass examination. They get published just the same.
