In frame is the Seal Beach Pier at the foot of which is a police tower with excellent view of the coast and the offshore routes to the Port of Long Beach.

Locals refer to that port as the Port of Long Beach, not as Long Beach Port, but foreigners might use slightly different lingo.

There was a huge drug bust at that port in Feb 2019. Mexican cartels moved drugs through it to Australia. The two countries combined efforts through their intel, homeland security, and police agencies.

Q 3313 includes a few landmarks that are useful in triangulation that produces a heading to the Standard Hotel. (Hat tip TN Homesteader whose recent vid reinforced this insight.)

Q 2501 seems to tie all of this together because it referred to joint actions pending with USA and AUS agencies. The context is the need to restore unity with 5Eye partners.

Note that the big drug bust happened during the same days as the Military Ops -- including night time chopper landings in urban areas -- this past FEB. The location of these ops is roughly triangulated almost the same way as the Standard Hotel via the image Q dropped in 3313. (Hat tip again to TN Homesteader for reinforcing this hunch.)
So the title of that image, LBP.PNG may be a slight variation on the name that the port is known as locally. The Port of Long Beach = Long Beach port. It is not in the frame of the Q photo because the landmarks were moar important so as to triangulate a heading to the Mil Ops and Standard Hotel. The drug bust brings in the 5Eye angle -- Australia in particular but also Canada (read the news reports) -- and Q 12501 which, in turn, brings in Q 2176 which cited EO 13526.
