If you wanted a global illegal smuggling operation that carries multiple "products" that spot could be a convenient nexus point that lets you sort everything out. All the girls that you're trafficking could be put in the hotel as regular guests with no one the wiser. It's very near the border with Mexico so any goods coming from Mexico could travel happily by either method, road or boat, depending on which route had more or less heat. Whatever products China, Nork, etc wanted to send would arrive there. Import and export. It's a one stop shop.
