In order to get those islands to that level of finish with gravel that needs spreading, etc. including abutments, rock work, irrigation, fertilizer, plantings mulch, they need one or two knowledgeable formen, some people who can operate tractors, and the rest can be low wage grunts. But a lot of hand work, raking, shoveling, etc goes into that island. One would not think of this type of labor as disposable.

Corey's Digs had some really good research on some of the corps and funding behind "green" municipal projects throughout the Caribean. High visibility orgs ushing solar and etc, while ignoring human traffiking & drugs. All Clinton connected.

no matter what the project, land needs leveling, forms need to be built, footings need to be poured. On islands I'm sure permit applications would be part of the public record?
