It might have just been part of a long term plan to set up 24/7 surveillance through our phones. It's not like they couldn't see the information flow in the early days. Or more likely they thought it would speed their globalization project along if people got used to communicating across the globe on a regular basis.

You generally don't get to the rule the world by being an idiot so I don't like to underestimate them. They may have not have expected the net to change things the way it has but they haven't ignored it all this time.
