she can't. They've gone too far. They've said they have the evidence
to impeach on obstruction. If they stop without trying, they say to their
base that they really aren't serious and have been lying. If they

There's only been 2 prosecutions of the act in history, both failed to
yield a conviction. It is widely expected that a successful prosecution
would ultimate end up in the Supreme Court and the law deemed
unconstitutional. It's a hope to hang on to.
