Nowadays in CONUS a TWIC (Tansportation Workers Identity Card) is needed to get within the gates of a dock/terminal. From what I've been looking at on the big merchant side (still keeping an eye on certain yachts) most going into Long Beach are Hong Kong, Singapore, or Panama (check out "flag of convenience" sometime) and honestly I have no idea if HRC has ever been to any shipyard. I'm thinking the "TRACE" bits in Q's post were separate lines to denote separate areas of inquiry. Look at us now. Planefags and lawfags and boatfags, OH MY more and more anons digging.
