Noticed this too, though I think it may be a coping mechanism. Giuliani's brilliant and loves to talk about what he knows, and he acts like someone who's shot himself in the foot before by saying more than he should. I've prone to this in my own life. It's really not something you can be prone to when you're serving at the pleasure of the President, especially this President.
I think Rudy bounces from subject to subject intentionally. It allows him to showcase his vast knowledge, but not too much about any particular subject matter so he doesn't divulge too much. Dude's a national hero and popular figure and he's mostly there to rally the faithful.
And as far as that is concerned, he does a damn fine job. I love the guy.
