OPM is the Gatekeeper of all things Federal employment that are below SES level.

Here's how it works. SES controls the OPM and makes sure that only those useful to the DS advance. Mostly, the high-ranking jobs go to liberals/commies/foreigners with the occasional conservative token thrown in (but only in positions of relatively low risk of harm).

As an additional layer of cover, the union has lots of sway, too.
