Can't forget about William Randolph Hearst's timber interests. He used fake news to scare people that out west blacks and mexicans were using weed to rape white women. Back then hemp still had a fair amount of THC(this was known in my town as Mexican dirt weed). So they rallied Congress into passing the marihuana stamp act, which outlawed growing or possessing cannabis, which included cannabis hemp, without a stamp. Then they never sold the stamps.
This was shortly after the machine to de-cord the hemp stalks was patented, which would have exploded the hemp industry in America.
This was also around the time that DuPont patented nylon, which is used for many of the same things that hemp is used for.
There's also the added "cool" nature to pot since it's illegal, and black markets can be useful and profitable if you control them, think the cocaine and heroin imported by the clowns.
