Perhaps, but all in all of the hearings, his comments have never been favorable to POTUS.
I surely hope he's good. Acknowledging the truth of some past "dirty cops" or admitting that there have been a few problems in the past, would be factual - not blowing smoke.
Wasn't happy with what he said in some of those older hearings.
