Recycling power on one's DOCSIS modem will temporarily clear the problem. Wireshark on the LAN shows cascading number of TCP retransmissions just prior to modem lockup. Once lockup occurs, the modem will not even respond on the LAN interface.

Not saying it is, but it is acting very similar to a DOS on the modem, consuming resources until lockup.
