7 U.S. Coast Guard Evergreen Process Version 1.0 May 2005BackgroundProject Evergreen, like the Long View Review, was born into the aftermath of the September 11, 2001terror attacks on the United States.The Service responded creditably to the crisis, evac-uating a million people from Manhattan, ensuringthe security of New York Harbor, dispatching StrikeTeams to deal with the anthrax murders, patrollingports throughout the United States, and in generalcoming through admirably in the biggest crisis to hitAmerica in half a century or more.But this response had a down side. Reserves werecalled up for far longer periods than they had everanticipated. Some assets, such as small boats andtheir crews, were pushed beyond their limits. CoastGuard personnel faced substantially new risks inPorts, Waterways and Coastal Security (PWCS) op-erations with little or no training and insufficient equipment for confronting terrorism. The Servicescrambled to meet a new set of challenges it was notprepared for, with assets and people designed andtrained for a very different world.When the initial crisis period passed, the CoastGuard found itself in an entirely new landscape.A “new normalcy” of a permanently higher opera-tional tempo, more attention from the public, the ad-ministration, and the Congress, and continuing inte-gration into a new Department, all combined to createan entirely different strategic environment for the U.S.Coast Guard in the first decade of the 21st century.Project Evergreen was a result of the lessons learnedfrom Long View, 9/11, the Long View Review, andthe new challenges of moving into the Department ofHomeland Security. From the start, Project Ever-green was envisioned as both a tool for developinglong-range strategies and as a catalyst for instillingstrategic intent throughout the Coast Guard organiza-tion.Project Evergreen was launched in the autumn of2003 under the guidance of the Coast Guard’s Officeof Strategic Analysis (G-CCX), with direction andfacilitation support provided by the Futures StrategyGroup (FSG). Members of the Coast Guard coreteam were drawn from G-CCX and other representa-tive parts of the headquarters organization, including,among others, Human Resources, Intelligence, Pub-lic Affairs, Budget & Programs, and Reserves.
