I'm not challenging Q, but I don't see how this could be possible.
I work in a metal shop. and EVERY shipment of raw material we get in is checked to insure it is what it's supposed to be. Alloy, hardness, dimensions. And anything that's heat treated is also checked afterwards. We're a multinational company you've heard of; but our products are decidedly sub-MILSPEC. So I find it inconceivable that a a company making quality-critical mil stuff wouldn't do similar checks.
