This email was sent to STRATFOR using a contact form on their website.

It begins with a bunch of provocative keywords of the style that some people used to put in all their emails to fuck with the NSA data collection algorithms.

I think this is just SPAM to fuck with STRATFOR

The email itself has rambling snippets of info all jumbled up. I think someone assembled this by writing a script to collect random lines from technical documents.

I took a line from it and googled. The same long block of text has been posted to the comment sections of many Italian blogs.
