I think what he is saying is that he recognizes that things are happening, but as far as the rest of the world knows, nothing is happening. He is frustrated because when Q tells him something will happen, he tells others and then when it isn't on the fake news, everybody he told thinks he is nucking futs.
It is a valid complaint.
