Could be something as simple as cards being locked by provider for suspicious activity.
Happens to me a lot overseas. Card sees change of location or unusual withdrawals and is locked. A simple e-mail or text message unlocks it.
Some PINs may be incompatible, too. I've heard, not sure, that 5 number PINs may not work everywhere.
