Federal prosecutors on Thursday indicted St. Louis County Executive Steve Stenger on three counts of bribery and mail fraud, alleging he took campaign contributions in exchange for taking actions that benefited campaign donors.
The U.S. Attorney's Office for the Eastern District of Missouri announced the charges Monday morning, saying Stenger, in exchange for campaign contributions and fundraising events, took action to ensure John Rallo and his company, Cardinal Insurance, obtained insurance contracts through the county in 2015 and 2016.
The indictment also says Stenger took action so that another Rallo company, Cardinal Creative Consulting, got a 2016 consulting contract through the St. Louis County Port Authority. And, during 2016 and 2017, Stenger worked to insure that Wellston Holdings, another Rallo company, got options to purchase two properties in Wellston, Missouri, that were held by the county's Land Clearance for Redevelopment Authority, the indictment alleges.
It mentions another company, "Company One," that got a 2019-2021 state lobbying contract from the St. Louis Economic Development Partnership in exchange for campaign donations and fundraising activities for Stenger.
Each of the three charges carries a maximum penalty of 20 years in prison and a $250,000 fine, prosecutors said.
Stenger is due in federal court at 1 p.m.
