inkscape
blender
use all three, and also learn to use commandline image tools such as ffmpeg and others, imageMagick, etc.
believe it or not HTML is a very good way to make graphical compostions, too.
and the screen capture is an awesome way to make a 'proof'

seriously paint is a fun tool too, if you are 9.
but if I were mentoring 9 year olds I'd set htem up with a full fledge graphical workstation and get them to learn why UNIX is the thing.
and they would be running blender and gimp and inkscape and not photo-paint
do you give your child an out of tune instrument to learn to play? or do you get them something that sounds good no matter what you do? you get them the tuned one!

open source tools, and fun ways to use the graphicis. The rest of the equation if minetest, irrlichett, and supertuxkart.

a component architecture should be required and put in as a stricture.
if people wnat that they should be able to get it at almost the same cost.
and if a circuit is compped, it should be easy to yank it and put in a replacment.
that architecture is not prefered because it will result in strong decentralization. The owners of configuration data and setups (rigs, custom phone rigs) will have 'the power'.
that kind of architecture doesn't lend itself to schemes of world domination through a throw-away cell phone product.
