If some of these 80k indictments are said to be including some big names in US gov and elsewhere, then yes, they would be American citizens - even if dual-citizens.
That's a problem that should also be addressed when taking public office to represent the US - they should not have dual-citizenship as their bias would lean toward their second place of citizenship when acting.
