MOAR ... Sparrow Red = Spa[RR]ow ROD?

Recap: Q may be hinting that RR's firing 'red line' may have been bait for the DS, and that the real RR 'red line' is the 'red carpet rollout' for Q. And on 19 April, Q calls RR "Rod".
A "rod" is a "bar". Q has posted "Rod" behind bars, but now things may be turning around.
On 25 April, Rod makes a speech at the Armenian BAR Association's Public Servants Dinner.

The speech has hit notables three times already.

The best part involves his Uncle Harold, a "self-employed carpet installer". There are two inherent absurdities in the story.
First, "Uncle Harold" is brought in as analogous to the Syrian relative who wanted to know when Rod "planned to get a real job". But snobs do not regard "self-employed carpet installer" as "a real job". Uncle Harold may be busting his ass, but "real jobs" involve manipulating documents and kissing ass.
Second, Uncle Harold says he's sorry to hear that Rod has to work weekends. But a "self-employed carpet installer" would likely work whatever hours fit the clients, and that would often include weekends. Those with "real jobs" don't want to take off work to stay home and let the carpet guy in.
So the story makes no sense... unless Rod is talking directly to us. Anons are working on their own initiative to prepare the "red carpet rollout" for Q. And Rod is telling us that he is on our side.

The speech seems to include a number of other keywords and subtle clues if you read it closely: blockade, patriots, etc.
The upshot is that one day after Q seems to link the RR "red line" to the "red carpet rollout", Rod Rosenstein makes a speech in which he seems to drop a number of clues that he is a white hat.
