California Man Arrested in Terror Plot to Detonate Explosive Device Designed to Kill Innocents

According to a 30-page affidavit in support of the complaint, since early March, Domingo โ€œplanned and took steps to manufacture and use a weapon of mass destruction in order to commit mass murder.โ€

In online posts and in conversations with an FBI source, Domingo expressed support for violent jihad, a desire to seek retribution for attacks against Muslims, and a willingness to become a martyr, according to the affidavit. After considering various attacks โ€“ including targeting Jews, churches, and police officers โ€“ Domingo decided to detonate an IED at a rally scheduled to take place in Long Beach this past weekend. As part of the plot, Domingo asked his confederate โ€“ who actually was cooperating with the FBI as part of the investigation โ€“ to find a bomb-maker, and Domingo last week purchased several hundred nails to be used as shrapnel inside the IED.

The plan to target the rally came into shape during an April 19 meeting, when Domingo arrived to a meeting with the CHS armed with an AK-47-style rifle โ€œto show you that Iโ€™m serious,โ€ according to the complaint. During that meeting, Domingo referenced the Boston Marathon bombing and asked the CHS to find a person to construct an IED that he said could cause 50 casualties.

Former District of Columbia Attorney Found Guilty of $2 Million Investment Fraud Scheme

Brynee Baylor was convicted of one count of conspiracy to commit securities fraud, one count of securities fraud, and five counts of first-degree fraud under District of Columbia law.

According to court documents and the evidence presented at trial, Baylor, a former partner in the D.C. law firm of Baylor & Jackson PLLC, conspired with a Pennsylvania man and his company, known as the Milan Group, to recruit investors to a purported trading program. Investors were promised extremely large profits in a short time with little or no risk.

The evidence presented at trial showed that in 2010 and 2011, Baylor caused more than $2 million of investor funds to pass through the Baylor & Jackson lawyer trust account. More than half of the investor funds were used for the benefit of Baylor, the Pennsylvania man, the Milan Group, and Baylor & Jackson. Baylor falsely assured investors that the purported trading program was legitimate and had little if any risk. Baylor also falsely told investors that she had personally observed investors successfully complete transactions with the Milan Group. In reality, the Milan Group did not complete any such transactions and did not return any of the investorsโ€™ money.
