HRC used an insecure server to handle classified emails. We know that because the government had to redact portions of them as classified. If that can't be prosecuted somebody needs to explain why we should trust the FBI and DOJ with anything. People are in jail for a whole lot less.
If you are dealing with an addict, sometimes prison is a better alternative to rehab for those that need it. Work with your local law enforcement and setup a sting. We live in a surveillance state, they can turn off the spigot.
