RR was giddy getting off of AF1 after spending quality time with DJT. He was laughing the day he was photographed getting called into the WH to meet with Trump and Kelly.
He was almost laughing when verbally jousting with Jim Jordan.
I think the Clintons had him compromised (along with Mueller) and they couldn't wait for the chance to stick it right back to them.
