The World Bank believes that the Chinese import-export bank has loans valued at nearly $13 billion in infrastructure projects in Africa alone. As a matter of fact, the African Development Bank has chosen to hold its annual summit in Shanghai this spring in recognition of China's increasingly pivotal role in the region. But China isn't doing all of this out of the kindness of its heart.

For example, the China Development Bank and China Export-Import Bank provided approximately $110 billion to developing countries in 2009 and 2010. Latin America received $79 billion from these two Chinese banks from 2003 through 2011, far outpacing the World Bank’s $57 billion. Africa, the largest beneficiary, has reportedly received approximately $170 billion in foreign investment over the last nine years.

It happened in Zambia like it could happen elsewhere in Africa. Chinese investors made deals with the government to mine its natural resources, filling federal coffers with billions of dollars. Chinese immigrants moved into cities and rural towns. They started construction companies; opened copper, coal, and gem mines; and built hotels and restaurants, all providing new jobs. They set up schools and hospitals. But then instances of corruption, labor abuse, and criminal coverups began to set the relationship between the Chinese and the Africans aflame.

China’s PLA Troops in Venezuela is Game Changer

The reported arrival of Chinese military personnel in Venezuela last weekend is undoubtedly a major event in world politics.

 

Unlike Russia, which has a history of force projection abroad, this is an extremely rare Chinese move. Although vital Chinese interests are at stake in the war against terrorist groups in Afghanistan and Syria, China refrained from publicising any such deployment.

 

The reports mention that the group of Chinese military personnel is 120-strong and arrived on the Margarita Island in the Caribbean Sea off the Venezuelan mainland on March 28 “to deliver humanitarian aid and military supplies to the government forces.”
