Actually, we don't know whether the captcha-per-post policy is permanent or not. Not really. New policy appeared two nights ago out of the blue and wo/any real explanation in Bread #8139. Then BO showed up and posted last night (well, early this am); see >>6379972
Majority anons present expressed a preference for captcha-per-post to be pulled; BO did not respond yes or no but talked about other stuff (mostly his history with various boards because of anon speculations about same).
Those are the bare facts. BO did not say captcha-per-post was permanent or why it had been instituted. For all we know, Q asked for it (one anon had a theory about that in a PB). But this is all conjecture at this point.
Expect that it's good to stick with the facts until we know moar, IMO.

It's only been 2 days, no enough time to make such strong claims about them "improving the quality" of posts. (Also assumes there was some kind of problem with previous quality; do not agree about that).

Bakers are always ready to answer questions, I was surprised. Asked plenty of them, got a lot of info. They will also walk you thru a practice bake or give feedback on Notables. Baking is a challenge but well worth the trouble.
