I am not as sure about RM. I think that RR/RM both being good or bad was possibly disinfo by Q.
I think RM didn't find obstruction because he just assumed, and may have been told by RR, to let Barr handle the charge of obstruction. Mueller and his thought he/they could get out of making the false charge themselves.
But RR and Barr surprised them by not charging POTUS with obstruction. Hence, the letters by Mueller to Barr.
