Q said Mueller is scrambling to avoid U1 charges, and I think he and RR (who's on the line for wanting to wiretap the prez) had every intention of handing down indictments… until POTUS put Whitaker, then Barr in place and those 2 shut that shit right down.
I also think Barr is sorely disappointed in his "friend" Bob Mueller, but is dedicated to the law of the land and will prosecute him if it comes down to it.
