Sleight of hand. Either way, the money comes from the taxpayer pocket. But if they do it individually, they can decline to contribute at all, whereas if the Democracy Bucks" scam catches on, they can't keep their tax money from being spent on candidates they don't care for. I'm pretty confident that the FEC does not have enough budget to do this for every voter, much less for every citizen and certainly not for every person from any country who is just wandering through.
Taking money from the FEC like this reduces the amount of money it can spend on enforcement of the laws, too. And that may be the ultimate goal … to get the FEC to enforce laws less rigorously and thus allow more fraud to slip through.
