Senate upholds veto of Yemen resolution in victory for Trump Saudi policy

 

WASHINGTON (Reuters) - The U.S. Senate on Thursday sustained President Donald Trump’s veto of a resolution demanding an end to military support for the Saudi-led coalition waging war in Yemen, in a victory for the White House’s policy of continued backing for the kingdom.

The vote was 53 to 45, falling short of the two-thirds majority needed to override a veto, despite a handful of Trump’s fellow Republicans joining Democrats in backing the war powers resolution.

 

It was only the second veto of Trump’s presidency, both this year. Neither has garnered the two-thirds support in both the Senate and the House of Representatives needed to override.

 

The resolution’s passage earlier this year marked the first time both the Senate and House supported the provision of the War Powers Act limiting the president’s ability to send troops into action without congressional authorization.

 

Backers of the resolution said they wanted to reassert Congress’ constitutional powers.

Caribbean nation of St. Lucia quarantines cruise ship over measles case

 

(Reuters) - The Caribbean nation of St. Lucia has imposed a quarantine on a visiting cruise ship, barring any passengers or crew from leaving the boat while in port, after a case of measles was diagnosed on board, the island’s chief medical officer said.

Dr. Merlene Frederick-James said in a video statement posted to YouTube on Tuesday that the St. Lucia Ministry of Health ordered the restriction after conferring with the Pan American Health Organization and others about the risk of exposure to islanders.

 

The ministry learned of the confirmed measles case from “two reputable sources,” and in light of current measles outbreaks in the United States and the highly infectious nature of the disease “we thought it prudent that we quarantine the ship,” Frederick-James said.

 

She gave no information about the ship or its origins.

 

NBC News, citing a St. Lucia Coast Guard sergeant, reported the boat in question is named Freewinds, which is the name of a 440-foot vessel owned and operated by the Church of Scientology.

 

The international vessel-monitoring website MarineTraffic.com also showed that a Panamanian-flagged passenger ship identified as SMV Freewinds docked in port near the St. Lucia capital of Castries. The website indicated the ship was headed next to the island of Dominica.

 

The Church of Scientology website describes the Freewinds as a floating “religious retreat ministering the most advanced level of spiritual counseling in the Scientology religion.” It says its home port is Curacao.

 

Church officials did not immediately respond to efforts by Reuters seeking comment on the situation.

 

NBC News reported that nearly 300 passengers and crew were aboard the vessel, with one female crew member diagnosed with measles.

 

The cruise ship quarantine comes as the number of measles cases in the United States has reached a 25-year peak with more than 700 people diagnosed as of this week, part of an international resurgence in the disease.

 

Public health officials blame declining vaccination rates in some communities driven by misinformation about inoculation that has left those populations vulnerable to rapid spread of infection among those with no immunity to the virus.

 

Health authorities in Los Angeles last month ordered quarantines on two university campuses after each one had reported at least one confirmed case.

 

The vast majority of U.S. cases have occurred in children who have not received the three-way vaccines against measles, mumps and rubella (MMR), which confers immunity to the disease, officials said.

 

Measles is spread through casual contact with the virus, which can remain infectious in the air of an enclosed space for up to two hours after it is breathed out by someone carrying the disease.

 

The rate of transmission from an infected person to another person nearby who lacks immunity is about 90 percent, and an infected person can be contagious for four days before showing signs of the disease.

Venezuela court issues warrant for opposition figure Lopez as Maduro seeks to show military loyalty

 

CARACAS (Reuters) - Venezuela’s leadership made a show of unity with top military chiefs on Thursday and a court issued an arrest warrant for an opposition figure as the ruling socialists pushed back against U.S.-backed attempts to oust President Nicolas Maduro.

 

Flanked by his defence minister and military operations chief, Maduro said in a televised national address that the armed forces were “united, cohesive and subordinate to their constitutional mandate,” after opposition leader Juan Guaido urged the military this week to join him to oust Maduro.

 

Maduro was also seeking to reject claims by the United States and the opposition that the armed forces high command was prepared to turn against him to end a political crisis fuelled by years of economic chaos.

Tens of thousands of Venezuelans heeded a call from Guaido to stage street protests on Wednesday in another bid to force Maduro from power but the president has held on.

 

Guaido, the head of the opposition-run National Assembly, is recognised as Venezuela’s legitimate head of state by the United States, the European Union and others, while Maduro is backed by countries including Russia, China and Cuba.

 

Maduro’s address was a reply in part to comments by U.S. officials who have said Venezuela’s military high command was in discussions with the Supreme Court and representatives of Guaido over Maduro’s exit.

 

Elliott Abrams the U.S. special envoy for Venezuela, said Maduro cannot trust his top military leaders.

 

“Almost everyone was involved with that, and so Maduro has to know that the high command is not truly loyal and they want a change,” Abrams told broadcaster VPI on Wednesday.

 

U.S. National Security Adviser John Bolton on Tuesday said Venezuelan Defense Minister Vladimir Padrino, along with the supreme court’s chief justice and the commander of the presidential guard, had told the opposition Maduro needed to leave power.
