“As part of Mr. Horowitz’s investigation, his office has examined Mr. Halper’s past work as an F.B.I. informant and asked witnesses about whether agents had adequate control of Mr. Halper’s activities, people familiar with the inquiry.”

 

It sounds to me like the leaker(s) want readers to believe it is possible Halper and/or Turk acted out of bounds… that the FBI initiated the spying but Halper and Turk’s actions “in the field” went beyond what it intended, that the FBI’s actions were justified (Outrage Trap) but those of their spies were not. This would shift the FBI’s role from one of corruption to one of incompetence.

 

Assuming the statement is spin what actually might have happened was: the IG investigated what specific directions the FBI gave to the Halper and Turk, and the leakers are attempting to shift the political fallout onto one or both of these people… possibly only Turk.
