The 101st is heading to Ukraine I hear. Maybe they are picking something up and to bring it back home where it belongs. Now, can we get our money back too, since we paid for them?

I seem to remember from my Security Forces times that HELPING HAND meant something important. I just can't recall what, exactly. It was a code for something to do with military police guarding important stuff.
