POTUS 'firm' on China structural demands, tariffs part of enforcement: Pence

WASHINGTON (Reuters) - U.S. Vice President Mike Pence said on Friday that President Donald Trump would "stand firm" on his demands for structural changes to China's trade practices, and removal of U.S. tariffs on Chinese goods would be a part of a mechanism to enforce any deal with Beijing.

Pence told CNBC television in an interview aired on Friday that Trump "remains very hopeful" about reaching a trade deal with China in talks next week in Washington.

Chinese Vice Premier Liu He will travel to Washington for talks starting on Wednesday after a round of talks this week in Beijing that Treasury Secretary Steven Mnuchin called "productive."

Industry representatives say they believe the talks are in the endgame, and Mnuchin has said he hopes that by the end of next week the U.S. team is in a position to recommend a deal to Trump or tell him that one could not be reached.

Asked whether a deal would leave some of the U.S. tariffs on $250 billion worth of Chinese goods in place, Pence said: "The president's two favorite words are 'We'll see.'"

Fed's Bullard Says He Isn't Ready for Rate Cuts

Federal Reserve Bank of St. Louis President James Bullard said it isn't yet time to consider lowering interest rates, although one of his colleagues, Chicago Fed leader Charles Evans, said such a move may be in the works if inflation doesn't pick up.

In an interview with CNBC on Friday, Mr. Bullard said weak inflation doesn't call for lower rates in part because a shift in Fed monetary-policy guidance at the start of the year made financial conditions significantly easier, in a development akin to lowering short-term rates.

"There's been a sea change in U.S. monetary policy" following remarks by Fed Chairman Jerome Powell at the start of January that took away guidance of more interest-rate increases, Mr. Bullard said.

"That sea change has altered the structure of interest rates, and you can really see in the 10-year Treasury note," where the yield has declined by about three quarters of a percentage point. "I would attribute the lion's share of that to changed Fed policy."

Before considering lowering rates in the face of inflation levels that are well short of the Fed's 2% goal, "you've got to wait and see how big an impact" lower long-term borrowing costs has on the economy, Mr. Bullard said.

Icahn discloses U.S. probe into sale of Manitowoc shares - filing

BOSTON, May 3 (Reuters) - Federal prosecutors in Manhattan asked billionaire investor Carl Icahn's company for information about trades in crane maker Manitowoc, Icahn Enterprises disclosed in a regulatory filing on Thursday, in its first acknowledgement of such a probe.

Icahn Enterprises said it received a subpoena after critics questioned the timing of Manitowoc stock sales Icahn, who briefly served as an unpaid adviser to U.S. President Donald Trump, made before his administration announced steep steel tariffs in March 2018. Questions had swirled about whether the sales were prompted by inside information about Trump's plans.

The stocks of many U.S. industrial companies, major consumers of steel, fell that day after the announcement, with Manitowoc losing more than 6%.

Prosecutors in the U.S. Attorney's Office for the Southern District of New York contacted Icahn Enterprises in June 2018, the company said in the filing. "We cooperated with the request and provided documents in response to the subpoena."

The U.S. Attorney's office and Icahn's office had no immediate comment. Manitowoc did not immediately respond to a request for comment.
