Kristian Birkeland first theorized about the cause of the aurorae over 100 years ago. Steve is just one of many manifestations of plasma structures that can present themselves in the atmosphere. It's unlikely this would be artificial unless there's a secret Haarp type array underground, even then the energy required is orders of magnitude greater than any tech we know about publicly.
