Anons have suggested RR can be a white hat even after signing the dirty FISA application because he was ‘not the affiant’. His signature indicated only that the evidence was submitted to him under oath by the subordinate signed agents.

Is it possible Mueller allowed his corrupt staff to submit corrupt and biased summaries of their work, based upon corrupt and biased evidence? That he allowed them to swear to the completeness and accuracy of their work, and his report can now serve as documentary evidence of their corruption?
