Unfortunately haven't followed that particular crash. W/o wanting to be too pendantic however, GC is for ground movement only ( taxxing etc).

ATC is for Air traffic.

Don't know how exactly the plane went into the river, but GC can hardly do it, since the pilot usually has a good view when taxiing off the runway.
