Electronic Surveillance makes more sense to me, like they would be wearing some kind of unobtrusive tracking device. But I'm interested to see if someone comes up with another possibility.

On the face of it, it's weird how MSM flips here and there to show what we've been seeing on the board. It could be we've been watching a show, that all the people that were trotted across the stage, and all kinds of delays that were invented, were to give the public time to absorb some of what many of us have been digging into in more depth for decades.
