Captcha has had zero effect on bot spammers and shilly posters…zero. This cannot be denied, so it stands to reason that there must have been an entirely different purpose involved in the decision to load Captcha every post.

I can't answer that one, only speculations can be made at this point.
All I know is that the reasoning that Captcha was going to solve spam-attack problems was entirely flawed, and BO should have known this. If this was an experiment on the BO's part, then let's say that it failed and end it. To continue on with Captcha every post would be incompetent on their part.
