As best I can tell he is entrusting "Sir" with his copying machine to be delivered to Mr Peale in Philadelphia and asking him to pay for its repair. Which will be "trifling". He adds that with w/o his machine his writing work is doubled and he finds it "oppressive". The first paragraph seems to be about a bill? The ^ is illegible to me. But he mentions both Col Randolph and Col Peyton and TJ's grandson.
Hope it helps.
